Clear intent and policy enables the opportunity and flexibility for our people and teams to exercise initiative and good judgement. There is a reason policies are published for these topics. These three pre-identified features on our journey let us know we are on plan and on azimuth. If we are having negative effects in these 12 areas, then we might have missed our mark and be off plan and off azimuth. We need to reorient and get back on the right path.

We Are Always Ready

1. Unit, Personal & Family Readiness
We are in our "prep time" for the next crisis or contingency. Our unit, our people, and our families need to be ready and stay ready even as we live lives that are dynamic, complex, and uncertain at times. We will employ our Unit, Personal and Family Readiness Program (UPFRP) to build and strengthen human relationships and resilience. We will also empower our people and their families, enabling them to thrive in the unique challenges that characterize a life of service. By enhancing personal and family readiness, our program contributes to the overall readiness of the unit, ensuring that we can focus on our missions without undue stress from... Life.

2. Training & Development
In periods of great power competition-when the stakes could be the lives of our people—if we aren't getting better, we could be getting worse...let's stive to always be "better than yesterday" and maximize use of our training and development resources. Uniformed personnel will be afforded the opportunity to attend PME and execute plans to build combat readiness. Civilian Career Leadership Development (CCLD) and the Academic Degree Program (ADP) are competitive education opportunities that add "tools to your toolbox." Tuition Assistance (TA) is available to reimburse you for self-education at all levels.

3. Safety and Risk Management
Our hard-earned Voluntary Protection Program (VPP) Star status is an inheritance. And like all inheritances, people can either grow or squander it. We will grow our inheritance by maturing and sustaining a culture of intentional risk mitigation and decision-making, leaders supervising at the points of friction and people speaking up and sounding out to stop unsafe and unauthorized practices. When it comes to safety, everyone is a starter - there is no bench. Needless and preventable injuries, property damage, occupational illness—or worse—the loss of life—are unacceptable and preventing them is everyone's responsibility.

4. Substance Abuse
The abuse of behavior-altering substances, both legal and illegal—prescribed or not prescribed, has a direct impact on the Command's combat readiness and ability to maintain mission readiness, operational focus, and cohesion. Our Corps maintains and enforces a policy of zero tolerance of substance abuse. If you think you might need help, then get discreet assistance from the SACO. If we have a teammate that is showing signs of misuse, then please have a candid conversation and encourage self-referral before it escalates.

5. Equal Employment Opportunity

6. Sexual Harassment & Sexual Assault
Sexual assault is a criminal act and subject to criminal prosecution. Sexual assault directly contradicts our core values—erodes our unit cohesion—and will not be tolerated. Victims of sexual assault will be treated with dignity, respect, discretion, and provided all appropriate care available. We strengthen our bonds by actively supporting and safeguarding our teammates and family members, ensuring no one is left vulnerable.

7. Prohibited Activities & Conduct
Harassment, hazing, bullying, prohibited discrimination and sexual harassment break down cohesion, destroy morale and are incompatible with building and employing teams that win in combat or sustain successful combat operations. Personnel may report violations to leadership, the Equal Opportunity a (EO) Coordinator, EO Advisor 5, (EOA), the Command Inspector General, NCIS, or via the anonymous tip line.

8. Suicide & Violence Prevention
Let's start with treating everyone with dignity and respect... then be good teammates that know and care about each other... to say something when we see something going on with our teammate or are experiencing it ourselves. We have access to resources that can allow us to add value to someone when they need it most. Please do not ignore warning signs and indicators of potential violent acts. If you see something—feel something—say something—knowing, we have your back.

9. Quality Assurance
Our strategic prepositioning programs provide our Corps with its no fail, go to war stocks. Our mission demands readiness at the speed of relevance. We must work to ensure quality from on-island production through afloat maintenance phases and through MCPP ashore phases. Minutes make hours so we will strive to do things right the first time. ISO 9001:2015 compliance is an inheritance... we will endeavor to grow our inheritance and legacy of 98% Attainment, 98% Readiness and 98% Data accuracy.

10. Fraud, Waste, Abuse & Mismanagement
Our Command(s) are entrusted with our Corps prepositioning programs—with billions of dollars in resources invested. With this trust, comes the great m responsibility and great expectations to safeguard against FWAM. We trust each of you to properly oversee and administer all the resources for which you are responsible. Our ISO 9001:2015 quality management processes combined with our Managers' Internal Control Program (MIC) are our first line of defense against FWAM and in being good stewards.

11. Environmental Stewardship
We are strategically located on the St. Johns River, our island critical to our ability to sustain the MPF, but also at the center of a fragile ecosystem that is vulnerable to changing weather patterns and rising seas. Effective and efficient Environmental Management (EM) is critical to sustaining and enhancing current and future mission readiness. We remain committed to complying with all relevant federal, state, and of local laws, regulations, polices, and directives.

12. Energy Security
Our energy supply is at threat to bold adversaries and to natural disasters. We must f ensure our energy supply and delivery systems remain secure. MCSF-BI tenants/personnel assist by working to reduce our energy intensity, supporting our Building Manager & Installation Energy Manager initiatives to improve awareness/energy savings and adopting and practicing the three pillars of the Energy Security Framework: reliability, resilience, and efficiency—a way to assess and implement our energy strategy.
